What is Customs broker in freight?

A customs broker is licensed to clear imported goods through customs on an importer's behalf, filing the entry and ensuring duties are paid correctly. Clearance has to happen before a container can be released for drayage, so customs delays show up as demurrage. The role is separate from a freight broker and requires a different license.
