What is Common authority in freight?

Common authority is operating authority to haul freight for the general public, as distinct from contract authority which covers hauling under continuing agreements with specific shippers. Most for hire carriers hold common authority, and many hold both. The distinction matters mainly for insurance filing requirements and for what a carrier may legally accept.
